Is this entrapment?

I was driving on highway 80 in California in the left hand lane and a black SUV with flame decals on the hood was following too close and pressuring me from behind. This guy was in a real hurry and seemed very impatient. The two cars in front of me pulled into the center lane and I accelerated to get away from him. This guy stepped on it even further and stayed on my bumper. I gave it a little more gas and then he flipped on the red and blue lights which were located inside the cab and out of sight. I pulled over to the side of the road and a guy in shorts and tennis shoes wearing a black T-shirt and a white necklace and white rimmed sungles stepped out and asked me what was the hurry and did I not see that he was a police officer. He told me that I was going 87 MPH. I don't think I was going faster than about 80 MPH since the traffic was moving at about 75. He wrote me up for 90 in a 65. The only reason I was even going faster than traffic was that he was chasing me.
