Why would Pakistan allow drone attacks in private but protest them in public?

Pakistan is not a thing. It is an abstract notion about a bunch of different people, many of whom dislike each other very much. They want these other people killed, but they don't want to publicly support their killing by some outsider that pretty much everybody hates.
