Macintosh PowerBook G3?

My Macintosh powerbookG3 won't boot up. It runs the fan and the green light comes on. But there isn't any chime or video. I tried booting from the battery and that doesn't work, the AC is the only thing that lets the computer power on. I also tried booting from a CD holding "C", but that still didn't work.
