Why doesn't he want to get engaged?

We've been together for 4 years. I don't want to rush off and marry but he used to talk about getting hitched all the time and now that I"m ready, he's not. I'm starting to get pissy about it because I feel like I deserve a friggin commitment by now. Why the flip flop? Is it just because I've changed my tune and want marriage?
