Is this true and will CPS allow this?

I am a mother that loves her 2 daughters but, I've made my mistakes..CPS wants to terminate my rights, but my lawyer says if i give custody to my ex mother in law and be a non custodial parent i can keep my rights. Is that true? And once I prove myself can i be a custodial parent again? I love my children and want is best, right now not me but in the future defiantly.
